According to the EPA, there are at least 275 million scrap tires in stockpiles in the United States. Stockpiles of tires provide good living conditions for mosquitoes that can spread diseases such as Encephalitis and West Nile Virus and they provide breeding grounds for rats, snakes, and ticks. Waste tires also present a significant fire hazard when they are improperly stored -- these fires can burn for weeks, causing the rubber to decompose into oil, which may pollute ground and surface water.
